What is the International Society for Criminology (ISC) ?

The International Society for Criminology's objective is to promote activities and research designed to further a better understanding of the crime phenomenon on an international scale.

The Society also helps to promote the prevention of crime as well as improve the procedures used by the various criminal justice systems. These activities, therefore, focus both on scientific and practical issues.

Established in 1938, the International Society for Criminology is a non-governmental organization with nearly one thousand members, all at senior levels (scholars, judges, criminal justice administrators, etc.). The Society enjoys an advisory status at the UN and the Council of Europe, participates in the UNESCO's work, and is represented by a national delegate in almost fifty countries.

The International Society for Criminology's general secretariat and headquarters are in Paris, Ministry of Justice 12, rue Charles Fourier - PARIS 13eme

It is primarily the responsibility of individual states to prevent and control crime. It is nonetheless necessary to realize the importance of closer international cooperation in criminological research in order to improve every society's response to current challenges of crime.

A great deal of energy and imagination is being used for research on modern forms of crime prevention and control because it is important to be able to guarantee the stability of societies and ensure the protection of individuals the world over. The contribution to this research made by international organizations is particularly precious and the UN's worldwide efforts as well as the Council of Europe's regional efforts are substantial. The action undertaken by non-governmental organizations such as the International Society for Criminology must also be emphasized.


What are the objectives of the ISC ?

Development of international relations

The international congresses on criminology
The Society has organized an international congress every five years since 1938. This initiative provides a forum for a fruitful exchange of information on current research in the field of criminology. To this end, each international congress brings together a large number of experts from many disciplines and parts of the world. Furthermore, these events make it possible for practitioners and criminal justice officials to assess current new ideas and trends in crime prevention and to evaluate new approaches, which may be used to inspire criminal justice policy-making.

The international courses on criminology
These courses are designed to foster the promotion of criminology the world over and to encourage existing local initiatives. University institutes generally back the international courses, which are held either upon local invitation or on the initiative of the International Society for Criminology. The courses, however, are held not solely for the benefit of members of universities; attendance and the courses' influence are much wider. These one-week courses are made up of a series of lectures and workshops where researchers and practitioners meet with several lecturers of different national origin with backgrounds in various disciplines.

Coordination of international activities in criminology
This coordination is done through the Society's active participation in the work carried out by the main international organizations interested in criminological issues (UN, UNESCO, Council of Europe). Furthermore, the ISC organizes events designed to foster international activities in criminology (congress, international courses).

 

Promotion of scientific research

The International Center of Comparative Criminology in Montreal (Canada)
Established in 1969 by an agreement reached between the International Society for Criminology and the University of Montreal, the International Center of Comparative Criminology carries out research in criminology from a comparative perspective. Furthermore, it is a documentation center unique in its kind, in the field of international criminology. Finally, the Center works with various universities when they request assistance in preparing seminars, training courses or studies in criminology. Numerous high quality papers have been published.

The International Center for Clinical Criminology in Genoa, (Italy)
Established in 1975 by an agreement between the ISC and the University of Genoa, the International Center for Clinical Criminology is attached to the Institute for Criminology and Legal Psychiatry of the University. Its main role is research and teaching in clinical criminology, focusing on crime prevention and the treatment of offenders. Equally important, it publishes and disseminates results of scientific work done in this field.

The AQUINAS Foundation (USA)
The purpose of the AQUINAS Foundation, headquartered in New York, is to further criminological research. The ISC and the University of Montreal are linked to the Foundation through a convention according to which the ISC is responsible for the Foundation's scientific program.

The International Center for Research on Delinquency, Marginality and Social Relationships in San Sebastian (Spain)
Established in 1993 by an agreement between the ISC and the University of San Sebastian, the Center was created to promote research and development about migrations of populations, mainly in Europe, and their connections with marginality and delinquency. The Center also provides training for students and young researchers from the European countries.

 

Enhancement of communication

The International Society for Criminology sends its members a periodical, the "NEWSLETTER" (quarterly) and a journal, the "INTERNATIONAL ANNALS OF CRIMINOLOGY" (annually). These publications report on the Society's main activities, scientific studies and provide information on legal, penal, and criminological issues. The international annals of criminology are published in French, English, or Spanish, the Society's official languages.

The Society's secretariat general houses a large library specializing in the many areas of criminology. The library offers researchers uses of its document card catalogue that covers the main national and international publications.


How is the ISC administered

The International Society for Criminology is directed by a president and a board of directors composed of persons representing the various disciplines of criminological science and different nationalities. Four vice-presidents assist the president.

A secretary general, two deputy secretaries general and a treasurer carry out the administration of the Society. The above officers constitute the executive committee.

A scientific commission submits opinions to the president and the board of directors in order to guide the scientific direction taken by the Society

MEETING OF THE BOARD OF DIRECTORS - JANUARY 14th, 2006 (Paris Cour de Cassation)

[1]   First point on the agenda was the election of the President.
Prof. Tony Peters has been elected as the new President of the Society and replaces Prof. Lawrence Sherman, elected in 2000, whose mandate expired.

 

   Have been elected as Vice-President: K. Gönczöl ( Hungary), P.H. Bolle ( Switzerland), E. Fattah ( Canada) and E. Oliveira ( Brazil).

 

   Re-elected as Secretary General G. Picca ( France) and as deputy Secretary. G. Kellens ( Belgium), U. Gatti ( Italy) will continue as the treasurer.

 

L. Sherman is assigned to Honorary President of the Society.

 

Finally Prof. Serge Brochu ( Canada) is elected President of the Scientific Commission of the Society.

  

[2]   The Secretary General introduces the action programme (2006 - 2008) of the Society to the Board for discussion and approval.

   The following proposals will be further developed (in 2006 or 2007):

   The Secretary General is asked to follow up and finalise all these projects.

   The general theme for the congress will be: “Criminology: recent developments in an academic discipline in its relation with research and crime policies”.

 

(3)   The Secretary General presented the new role of the Scientific Commission of the Society (cfr. International Annals of Criminology n° 44/2005). It will be the challenging task of the Commission, under the lead of its new President, to stimulate and develop the involvement of researchers and research centres within the action programs of the Society.

 

   The Scientific Commission will have its first meeting in Paris on Saturday, May 20, 2006.

 

   The Board agreed to accept the proposals.

 

(4)   Honorary President (L. Sherman), organizer of the 14 th World Congress ( Philadelphia, August 2005), reported about the successful venue (where 73 nations were represented) of a broad international audience. Researchers and policy makers in the different areas of our discipline had excellent opportunities to meet and exchange their ideas and visions.

 

   Honorary President Sherman reported also about the creation of an International Prize of Criminology (Stockholm Prize of Criminology), a collaboration between the Swedish Ministry of Justice, the Scandinavian Council for Research and the University of Pennsylvania (USA). A first Symposium will take place in Stockholm in June 2006 (15/17 of June). The Symposium is organized in close collaboration with the Scientific Commission of the International Society, represented by its President (Prof. S. Brochu).

 

(5)   N° 44 (2005) of the International Annals of Criminology is distributed among the members of the Board. Prof. G. Kellens, Deputy Secretary General has been re-confirmed in his function of Chief Editor of the Annals.

 

   Here follows the internet website of the Society: http://perso.wanadoo.fr/societe.internationale.de.criminologie/. In the near future a close relation with the Stockholm Prize will be established. The suggestion to create a Forum on the Internet was made (Viano).

 

(6)   The President concludes that it will be important to find the necessary balance between the different activities actually developed within the Society in close and regular contact with the general secretariat in Paris. (International Courses, bringing researchers together in the Scientific Commission, the collaboration with the other associations and the Stockholm Prize).

 

   Members of the Board are asked to inform the secretariat about addresses, e-mail, fax and phone, to facilitate contacts among Board Members and for the further continuation of contacts with the Society.
